The invention addresses the problem of providingcomplex compound catalysts that have high catalytic activity, are inexpensive and donot have the theoretical production limitations of solid catalytic methods (problems of contamination with trace amounts of copper ion, etc.) and biocatalyic methods (problems of largewater volumes, maintainingmicrobial cell activity, etc.). Thecatalyst of the invention contains a metal complex compound represented by formula (1). In formula (1), M represents a metal ion such as ruthenium, etc.; L1 represents a C1-30 cyclic or acyclic, neutral or -1 charge unsaturated hydrocarbongroup thatM may have a substituent;L2 and L3 each independently represent chlorine, etc.; L4 is a compound represented by formula (IIa) or (lIb) that is bonded toM via phosphorus or arsenic. In formulas (IIa) and (lIb), E representsphosphorus or arsenic; Y1 represents oxygen or sulfur, Y2, Y3 and Y4 each independently present a hydrogenatom, aryl group, etc.; and H represents a hydrogen atom.
