When there are more than one conversion candidate under the preference priority, the authority priority will be used as the determining factor. In short, the invention is distinguished by (i) the concepts of preference priority and authority priority; (ii) a strategy of data resource management; (iii) a matching strategy on priority-based multi-data resources for character conversion.
