One of the purposes of the present invention is toprovide a hydrogen production catalyst which exhibits a certain levelof high activity in a high-concentration aqueous formic acid solution without the need of adding any solvent or any amine and thereforehas higher performance than those ofconventional ones. A metal phosphine complex according to the present inventionis represented by general formula (1) MHm(CO)Ln, whereinM represents an iridium, iron, rhodium or rutheniumatom; m = 3 and n= 2 when M presents an iridium or rhodium atom, and m = 2and n= 3 when M representsan iron or ruthenium atom; and n pieces of L'sindependently represent a tri-substituted phosphine represented by general formula (2) PR1R2R3. Thehydrogen production catalyst according to the presentinvention contains the metal phosphine complex as a component.
