A Universal Rate Control Scheme for Video Transcoding

A universal rate control scheme which could be adapted to various video transcoding purposes, such as video format conversion, bit rate adaption and spatiotemporal resolution revision, is proposed in this project. Since the video transcoding processes the already compressed version of raw video data, it can be regarded as a new kind of encoding in which the quantization is performed twice on the raw video data (such as YUV sequence). Thus, a novel rate-distortion (R-D) model is established theoretically for video transcoding first. The model uses the statistics of both input bitstream and transcoding system, so it is expected to be adapted to various video transcodings. Secondly, a window-level rate control (WRC) algorithm is proposed for guaranteeing smooth visual quality under given buffer constraints. Then, a universal rate control scheme for video transcoding is developed based on the proposed R-D model and WRC.
