It significantly reduces the computational cost compared to existing traffic simulation tools because the software uses heuristic algorithms to find acceptable solutions for large network problem. The evacuation route planning software is scalable to the number of people being moved and the size of the transportation network. The software can be used to compare transportation modes such as driving and walking for different zones, and it reduces risk by identifying critical locations with unusually high evacuation times. The route planning software identifies and highlights the most efficient set of routes to minimize the transit time for large events and emergency situations. Efficient route planning reduces traffic congestion and leads to less pollution, more productivity and less public frustration.EFFICIENT ROUTE PLANNING SOFTWARE PROVIDES SCALABILITY AND FASTER PERFORMANCE WITH LESS COMPUTATIONConventional evacuation planning simulation models that model traffic assignment are useful for evacuation scenarios with moderate size networks. However, traffic assignment models do not scale up for large size transportation networks in urban evacuation scenarios due to the high computational costs caused by the tremendously increased size of the time-expanded network. Using the efficient and scalable route planning software approach plans for all size networks can be addressed with reduced computational cost. The software is useful for evacuation scenarios with large size networks and scenarios that need to produce an efficient plan quickly.The Capacity Constrained Route Planner (CCRP) algorithm, in the evacuation route planning software, takes capacity into account by modeling the capacity of each road and intersection as a time series, reflecting the fact that the available capacity may vary as vehicles move through the system from one area to another. The algorithm iteratively evaluates all possible pairs of sources and destinations, scheduling the movement of a group of vehicles to the closest source-destination pair and then updating the road and intersection capacities throughout the network to reflect the recent change in capacity.PROVEN ROUTE PLANNING SOFTWARE IN REAL EVACUATION SCENARIOSThe route planning software was tested in a virtual evacuation scenario of a nuclear power plant failure in Monticello, Minnesota, a town about 35 miles from Minneapolis. The test results show that the new methods lowered evacuation time by 40% relative to existing plans by providing higher capacities near the destination and by choosing shorter routes. This experiment shows that the evacuation software is effective in real evacuation scenarios to reduce evacuation time and improve existing plans.
